Mineral Tax Incentive Model

The Wyoming Legislature, through the Mineral Tax Incentives Subcommittee contracted with the University of Wyoming to conduct an econometric study of the effects of mineral tax incentives granted under current law (1999 Wyoming Session Laws, Chapter 168, Section 3). The completed report summarizes the results of the study for the oil, gas, and coal industries.

The Division of Economic Analysis, through an agreement with the Legislative Service Office, is the holder and administrator of the Mineral Tax Incentive Model from the above study by the University of Wyoming. The Division of Economic Analysis will provide model simulations when requested by the Executive Branch, Legislators, or organizations and citizens of Wyoming.

To request a model simulation, Legislators should contact the Legislative Service Office. Executive branch agencies should contact the Division of Economic Analysis. Organizations or persons not affiliated with state government should also contact the Division of Economic Analysis.

Please Note: Organizations or persons not affiliated with state government will be charged one hundred (100) dollars per policy change simulated. Billing for the simulation runs will be made by the Legislative Service Office.

The Division of Economic Analysis will provide results from the simulation run within two weeks of approval of the simulation run, or provide written notification as to why the simulation run will take longer. The Division of Economic Analysis will provide the results of the mineral model simulation, and if the Division has access to a REMI Policy Insight model for Wyoming, will provide the economic impacts from the simulation run.

The mineral models will not be provided to organizations or persons not affiliated with state government, since the model is the property of the State of Wyoming.
